Suasion

Definition: persuasion as opposed to force or compulsion.

Sentence example: International economic institutions such as WTO, IMF and World Bank establish rules and seek to promote international governance but unlike nations, they do not have enforcement powers and so have to resort to sanctions, moral suasion, and commitments of member governments.
